I think that Blackboard is better for larger institutions but smaller institutions might want to utilize open source products that can accomplish the same thing for a cheaper price.

Moodle is far less expensive a platform than Blackboard but "out of the box" Blackboard has much more functionality. … While price is always an issue in the K-12 arena, unless some LMS as good as Blackboard for less money comes along - we will likely continue to use Blackboard.
