For most, it is the primary ecommerce selling platform they use and they often wish to migrate to competitor in the market, Shopify. Adobe Commerce allows merchants to be able to develop on their stores with a lot of flexibilities to rules and logic. It integrates well with other platforms to be able to monitor and track results. It has advanced markets setup for location based rules.
Unfortunately we see a lot of merchants move away from it as the cost of upkeep is too high ~ custom features and changes take a long time to deliver and a high cost.

Adobe Commerce is better suited for mid-size and large size retailers that do not find enough customization options in Shopify. It is fairly priced and very scalable and flexible. It is not a black box like SalesForce and has easy headless and API first integration. The back office interface is solid and easy to navigate.

Me and my team worked on the Adobe Commerce for multiple websites of US based clients. We developed Ecommerce sites using both community and Enterprise version of Adobe Commerce. Client were looking for solution that can handle their requirements that includes custom development, Multi-store, Multi-language support, Third party integration with ERPs, CRMs, payment gateways, Shipping service providers, Discounts, promotions, Security, scalability etc.

A big US brand wanted to handle their 4-5 stores from one one magento account and we were able to use Multi-store feature to provide this. The Client also needed integration with ERPs and CRM, and we were able to integrate with the third party APIs We have been interacting with some smaller clients who are looking for a robust solution but due to the complexity and limited budget/resources they are not able to use Adobe Commerce.
We have standardised our B2C eCommerce engine across 20 countries on Adobe Commerce and our goal is to migrate to Adobe Commerce in 10 more countries over the next couple of years.
We are looking to move away from legacy solutions that make up a very fragmented ecosystem currently and to standardise on a best in class solution that will allow us to stretch scarce investment dollars while also enabling us to deliver a best in class eCommerce experience for our consumer and small business customers.

Primarily B2C focused, I think that the B2B features are increasing but the core focus of the platform (and Magento) is really consumer-based.
That said, if you are looking for the fastest time to market with minimal investment option then Adobe Commerce is likely not the option that 9 out of 10 people would opt for nowadays.

If asked, I think I would like recommend Adobe Commerce to a colleague because, in my experience, Adobe Commerce is Good for large businesses but not for smaller B2C.
We use Adobe Commerce as our primary platform to run and manage our website. We needed a cloud based platform for a small business team making it easy to make updates and provide a good experience for our customers. We are primarily a B2C however we do take advantage of the B2B functions available with Adobe Commerce as well.
Pros
The ease of use with page builder requiring no developer skills to maintain most of our pages.
The catalog is straightforward and easy to use and having the ability to update pricing and other key pieces based on customer group is very helpful.
Many of the extensions Adobe Commerce has help us to do what we need to do more quickly without a great deal of development efforts and cost.
Cons
Although Page builder is great to have and allows us to do a lot of things without developer support it lacks some key accessibility aspects and causes a lot of work to clean it up on the out of box blocks etc.
I don't want to have to upgrade or choose new Saas to have fast performing platform. It's disappointing that our site speed is so much slower than our competitors. Wish there was something more that could be done for those of us just on Magento Adobe Commerce Platform.
I don't like that there are so many patches and upgrades to the platform costing our company budget dollars that could be spent on higher priorities.
